Trouble with maple leaf growth

I have a wild collected maple from Norther Minnesota, USA that was collected last May. It lived well all last summer and budded out good at first this spring. But the leaves have all been hampered by a whitish fungis that I believe is powdery mildew. The leaves also have blackish spots and are withering. I sprayed with a sulfur based fungicide and began frequent misting. The spring here has been abnormally dry. No improvement yet. Any ideas as to why the tree is not thriving? Beyond just treating the outer signs of illness, how do I cultivate more vigorous health? Any special tips from people who are maple experts? The tree has not been moved since last May. I believe the soil is appropriate. I did not fertilize it at all last year and worry the tree might not have had the reserves to bud properly this spring.
