I often seen phlox used for that sort of thing. If it gets lot of sun, one of the creeping thymes might work well.

As for the deer the best way to encourage them to forage elsewhere is to set up motion sensored lights or a motion sensored sprinkler. A few nights of having lights turned on them or being sprayed with water will send them to easier places to feed. I also heard they hate the smell of amonia. a small amount in a pop or water bottle with a string wick hanging out dispenses the smell. you won't need it everywhere just where they enter the property.
