Does sawdust equal Borers??

Hello, I have a very old yamadori swamp maple I aquired last fall. I would say over the last month I have noticed sawdust all over the trunk. I can't see any obvious holes but I have sprayed the tree with insecticidal soap a few times. Still it seems there has been no effect on the insects causing the damage, and now I think it has spread to two neighboring trees. My question is can I somehow kill these insects with a treatment that can be poured on the roots and distributed throughout the tree. I heard neem oil works well on insects, would that help in this situation?? Any advise would be greatly appreciated. I am moving these trees to quarantine so it doesn't spread to my other trees.
