Royal ensign morning glory from seed?

I saw this plant at our arboretum last summer and fell in love it's bright blue and yellow color. When I realized I couldn't purchase it, I bought a pack of seed and have been nursing it for 2 months now in my little peat pots. I just planted it in my outdoor container and some in the ground as well. The ones in the container looked great for a couple days and now after a really hot day one of them croaked. They still look like they are a long ways from flowering. I used miracle grow potting soil and I'm wondering if that is too fertile for them. Should I have used something with less fertilizer in it? How long do they take to flower? They just have a few long leafs on them and seem really floppy. Is that normal?
