Zinnia - this year, I ordered Stokes Cactus mix and Zowie Rose, which is new, I think.

The plants grew very well, got pricked out into bigger pots and eventually, I planted them outside.

The topmost, tender leaves and even the buds are being chewed. I have read in this forum that it could be flea beetles or slugs. Slugs would make sense because we have had SO much rain. I have sprayed the zinnias with Safer's insecticidal soap. Is that helpful if it is slugs?
