Looks like Verbena tenuisecta to me, or some of the new hybrids (Tapien, Superbena?).
They like it really hot and dry, so I guess they'll start blooming in july.

It reminds me of the Queen Anne Lace that keeps popping up in my gardens. They can really be a pest in the gardens.
