Try adding some kitchen or fireplace matches right around the roots. Its a cheap version of adding phosphorous--bloom booster.

They are planted in leaf mold

Too much nitrogen produces plenty of nice green leaves and no flowers. Morning glories like Nasturtiums don't require much fertilizer.

When I was a newbie to gardening years ago. I planted Nasturtiums. I had lovely green leaves and not one flower for the whole season. Now I grow lovely nasturtium flowers because I do not fertilize.

When ever you have a lovely plant and no flowers it is most often too much fertilizer.
