I can't speak to any specifically except the Evening Primrose (oenothera?), but if they are perennials, they may not bloom till the second year. Perennials that bloom the first year from seed are the exception, not the rule. If they are perennials (Oenothera is), I'd think you should go ahead and put them in the ground soon so they can get established before it gets really cold.

The other possibility is that you didn't start your seeds early enough. Some plants take a good three months or more from germination to bloom. Your summers are shorter than mine, so you may not have started them soon enough to get bloom before frost.
