Mix Isn't Hardening

I made a batch of hypertufa a couple of weeks ago and the pieces just aren't hardening. I used the same basic recipe as I did last year with great results. The only thing I can think of is that the cement had sat in the garage all winter and got a little "firm" but I was able to crush it into powder to use.

Would the age and possible moisture exposure of the cement account for my current, squishy situation?

If these never harden, could I let them dry (they're all still wrapped in plastic) and then soak them with something as a binder to still get usable containers?
