I am making a bird bath using the following mix: 1:1:1:1

portland cement, sand, pine dust and perlite. I read somewhere that to make it easier to clean, you should put a thin layer of just portland and sand inside the bowl, but now I can't find that post of the proportions, is it 1part portland, 2 parts sand or??? and what consistency should this top layer have?
