If you are in the US, look in yellow pages under "Masonry Equipment & Supplies". Any supplier should carry white portland cement.

Home Depot carries it (at least at my local store) costs twice as much as gray though

Have your local lumberyard supplier order white portland cement for you. But is expensive...about three times what the gray costs.
