stepping stones

On a recent episode of Design on a Dime, the team was re-doing an outside area. Charles made some stepping stones in an unusual manner, IMHO.

He spread a layer of sand in the bottom of metal pie tins, placed his smooth river pebbles in the sand and then poured a mix of just Portland (I'm assuming) and water into the tin pie plate.

In the demonstration, he didn't use any release agent on the pie tins and I didn't pick up that he used a concrete mix (Quikrete, etc.).

Wouldn't the sand leave a very rough surface (which would be fine) and how did he get the 'crete to turn loose from the metal pie tins? He just turned the pie tin over and the stepping stone popped right out!!!

Did I miss something on the demo? Did he really use just Portland and water?
