There are a couple of ways to make them. I'm working of a how to collection since the garden web doesn't respond when I asked them how to get something new in FAQ.
I'll post a site when get it figured out. By the way, the kind I make (with ge silicone II) one wouldn't want to do indoors.

Welcome to the forum canuckeh! I am one of those GJers who loves the plate flowers. There are a number of posts about them and several ways to make them. If you type in glass plate flowers in the search bar at the bottom of the page, you'll get lots of posts. You can either drill the plates or glue them together with GE Silicone II for glass. I do make mine indoors and haven't been bothered by odor from the silicone. Give the search a try and if you don't find what you're looking for, I'll try and post some more instructions--or at least the way I do them!

Wouldn't it be cool if we had someone who could make an instructional video on how to make some of these things? Egads, YouTube would get inundated with Garden Junkers if that were the case!

I also glue mine inside. No problem so far.
