I think we will need a lot more detail in the picture. A close up of the leaves and the flowers(?) would be good. When a tree is clipped like that it is hard to id from a distance.

Yes: This specimen is a topiary. The silly lollipop habit is not how it grows naturally. If you want a similar ball on a stick, choose a kind of tree known to be tolerant of shearing and create your own novelty. Or look for naturally dwarf forms like dwarf flowering crabapples, grafted onto trunks to produce a compact head on a pole.

Such specimens will not be as tight as the sheared example shown here, but will provide a way to get that kind of effect without frequent shearing.
