**Tiny Black Fast Moving Bugs In My Phal's Pot**

My Phal Blooms all the time and new roots and leaves grow constantly but I have just noticed that their are these tiny little super fast moving bugs in the pot that look almost a fly. What are they and are they harmful to my Phal?
