Why did you decide to repot your orchid? A better of course of action would be to do some research and observe your orchid for a while.
Forget about the ice thing.
Not sure how many years roots last on a healthy Phal. But, even if the growing tip has sealed off the roots are still viable.
Maybe there is a season for growing new roots?
Canadian Orchid Congress notes (in link) might be a good start for growing hints in zone 4.

I agree that you shouldn't have repotted the apparently healthy orchid, which appears to have at least one spike still attached. The roots look nice and green and healthy. I recently repotted a dying orchid with only a couple of leaves left and I trimmed all of the dead/decaying roots. Only a single 2 inch root remained when I repotted. I am watering in with liquid sea kelp and now it's growing a new leaf. Orchids require patience, observation, and not too much love. Don't repot again unless you have many green roots extending above the soil, and ensure the plant is not flowering. Don't fix if it isn't broken!
