First you need to properly identify the problem then you can take appropriate steps. Simply spraying something in the hope it will solve a problem is not an organic growers solution to a problem.
Knowing about where in the United States you are might also be a clue.

I live in coastal Main slightly south of Portland, zone 5a. I took some affected leaves to a nursery I deal with and their opinion is that it is BLS, bacterial leaf spot or cerci sport. I also took your advice and am sending samples to the State entomology lab for their definitive identification. From the photos of BLS that I have seen, It looks most like that. The nursery recommended a copper based fungicide by Bonide, but also said it is very difficult to control and can not be eliminated, just contained.

Sacogardener: Pepper plants are tough and resilient.

IF you find out it's BLS, treat it with the copper. At least you'll probably still get a decent harvest out of it. At the end of the season, dispose of plant in the trash and don't save seed from it. Also, don't plant nightshade plants in that spot for a 2-3 years.
