For the most part, yes, what you find locally is grafted, probably on Dr. Huey rootstock.

Chamblee's Rose Nursery has own root Austins, and they have Evelyn. Ashdown has own root Austins too, but I don't see Evelyn on their list.

For own root Austins I like Chamblees and Heirloom Roses. Chamblees has bigger plants but Heirloom guarantees virus free stock. Each has a wide selection.

I bought an own-root Evelyn from Heirloom Roses. I think
own-root roses, in the long run, are much better roses.
They bloom better and are more flexible. The only thing is,
I'm so impatient about a rose growing fast and blooming up
a storm, that it's frustrating. My Heirloom Evelyn is still
a little bitty rose after one year. Good luck.

Which is typical Devon. Own roots need three years, on average, to fully mature.

Although this does apply to Evelyn, I think I got two ownroot David Austins at a local box store last year...Benjamin Britten and Wildeve.. They looked to be ownroot and are doing great.
