I am a super newbie orchid owner, but I saw the same thing while repotting my plants. Since the roots at the end still looked to be in working order, I removed the rotted sheaths but kept the rest of it intact. I think that even if the root on the end is on it's way out, having that root will help stabilize the plant in the new potting medium.

Your phal is too dry. your potting mix and type of pot determines the frequency of water. Regardless the air roots can take water daily. If the pot is still wet you could mist the exposed roots. Good luck...

That was a risky decision,
but i cut those roots.
Use powdered charcoal to seal.
After a few weeks it will turns out,
what is the plant's reaction.
