Felco is generally regarded as the best brand. Size and type depend wholly on what you intend to use them for.

But in truth scissors are just fine for simple tasks such as cutting spikes. I'm a horticulturist with all the trimmings/tools thereof, and I usually just grab scissors for something like this.

I stumbled across these at home depot without doing any research or anything. They work phenomenal and are the perfect size

I've had a pair of the Fiskars clippers for about 3 years and find them to be perfect for all sorts of clipping, pruning and trimming. The blades are slender and will fit into some small, tight spaces between leaves and spikes. They have also remained sharp.

Just one last endorsement for the above linked fiskers snips, I have the same kind and it's one of my favorite garden tools.

One thing about them is that they're slightly short - depending on what you are reaching to trim, this can become an issue. In these situations my longer go-to option is Joshua Roth GardenCut scissors, with the red handle (can find them on amazon or many other places). There's a regular and stainless model, I prefer the stainless because I'm too lazy to prevent rust on regular carbon steal myself.

But really I think it's more about what feels good in YOUR hand - doesn't need to be "for gardening".
