A lot of salvias are not very fast developing after germination. Be patient. Plenty of light, not too warm temps.

Misshapen, stunted leaves often point to something sucking on them. You might check to see if there are any tiny aphids on the leaves. If it is every single emerging seedling, maybe it is an external issue like that.

Agree with the need for more info, but these can also be symptoms of too much moisture or nutrient deficiencies.
