plants in limestone gravel

We have an error by our builder we now have to figure out what to do. It is an area about 8-10 feet in diameter that should have been filled with soil and now has limestone gravel about 10" deep. Are there any plants that will penetrate the gravel if we would put soil on the top 4-6 inches? Or if we just filled the spot with limestone to the surface of the sidewalk? Thank you. Michael

I'm a little late to the forum, but there is an easy, cheap, low maintenence system out there. Just a little bit of soil over the gravel will suffice if you then cover the soil with a few inches of mulch. This guy has it all figured out (see link).
