When to fertilize

We've had warm weather for the last two weeks and it's supposed to continue for one more week. But that's natural here, and in March and even April, we might have more freezing weather and/or snowstorms. I saw someone fertilizing today and it prompted me to ask whether that's a good idea in an area that can still get some freezes.

What are your suggestions? Should I wait until the chance of frost has gone before fertilizing (for example, my lilacs) or is it okay to do that even though it could still freeze?

I guess the underlying question is, does fertilizing encourage growth so soon after you apply it, or will the plants wait to use the fertilizer until they're ready to break dormancy? Nothing's budding out yet.
