Need advice on pruning and/or rejuvenating holly tree

It seems the lower half of one of my small trees (I think it's holly, about 7-8 feet tall) has dropped all its leaves, but the top is fine and has started putting out new spring growth. What is the best way to encourage new growth of branches or leaves on the bottom part?

Leave it alone and see if it refoliates.
