Crepemyrtle pruning

I have a 4 feet tall crepemyrtle. I want to prune cause its shaping like a shrub form. I want a umbrella look. I have some suckers or shoots forming at the base of my tree. My crepemyrtle is not blooming now. Is it safe to cut now?

I prune suckers all summer long, so it shouldn't be a problem. Severe branch pruning should be done in the winter while dormant, but maintenance pruning(ie. water sprouts, small branches) can be done anytime.

I planted a Crepemyrtle this Spring. I live on Long Island N.Y. Could somebody tell me when to cut it back. I would like to keep it on the low side. No more than 4' tall.
