Can this be fixed - tiller-related

So my husband and I decided to till the garden last weekend. I wasn't paying much attention (he was doing the tilling) and when I went to check, the garden was obviously still too wet. Which means I have a garden full of clods and clumps.

He told me he's never heard of anyone "breaking" a garden before, so he decided that he was going to let it dry and then go back over it. So now I have smaller clumps, but still clumps.

Can this be fixed?

Sounds like you need to add more compost to your soil. Maybe it's the type of blade he is using that is making clods and clumps. If soil is too wet, it makes sense that you would have what you are talking about. What if, you added something like shredded leaves or leafgrow? Is this a flowerbed or veggie garden that he is using the rototiller on?
