I would say they are grafted because most J&P roses are. You should be able to see a graft union at the base of the main stem. It may be buried. Sometimes the graft union is not that big and it may be hard to tell. But the rose will look like it changes direction a bit from a tall straight stalk and then go off a bit to the side.

Grafted on Dr. Huey rootstock. J&P has labeled their own root roses "New Generation" or they will have some other indication on the tag ("Own root") if it is not grafted.

Even though the title of the page linked below references "pruning", the picture shows a bareroot and describes each area. The "bud union" in the picture is what is also called the "graft union".

J & P has been offering bare root roses on those varieties that are vigorous enough to do well on their own roots. The two varieties you have are grafted. Many modern roses are.

So if I choose to do a cutting and root it to replace the grafted plant it would be just as strong? This is more curiosity than doing. Or how about if I plant it so graft is below ground level would it then grow it own roots.? I mean since it comes in it own root they must graft for production so they have enough to sell right?

Purple Tiger is a notoriously weak grower. The idea of deliberately making it weaker by taking it own-root is one of those ideas that just doesn't compute in my brain. Cinnamon Twist I don't know.

If you plant the bud union deep, the rose will chose what to do. It's SOP here since about the dawn of time.

There are roses, and yes I would put Purple Tiger on this list, that the only own-root version the producers ever saw was the original seedling.
