Grafted. The shank is the rootstock. Follow whatever guidance for burying the graft (bud) union in your area (a few inches below the surface).

Long shank below the bud union? Dig a deeper hole or tilt the bush some when planting to get the bud union below the soil surface. In zone 5, unless you want to do some serious winter protection, you have to bury the bud union or plant hardy shrubs. Some hybrid teas are hardy or will acclimate to cold winters as they mature. Because the bud union is the portion of a plant most prone to winter kill other than exposed canes, it must be protected. Winter killed canes can be removed and the bush will grow back but if the bud union is killed the plant is lost.
Moisture between the two slightly disimilar tissues can freeze, expand, and cause them to separate. If this happens, the top will die. Partial separation results in a weakened bush.
Own root roses will be hardier but take a couple of years to get established and mature. Winter protection should be applied for the first few years until that happens.
