Shiftless Tiller

We obtained a Montgomery Ward Tiller Model GIL-1575E. The forward/reverse/nuetral shifter is broken. I don't know what the shifter was connected to. The tiller is now stuck in forward. How can I shift it into nuetral so that I can safely start it? Can I then easily move it back into forward?

The former owner likely tilted it so the tines were in the
air, I am assuming it is a front tine model. Parts and manuals would be scarce, Gilson disappeared years ago. It was bought out by OMC through their Lawnboy division which is now owned by Toro.
