yes i have the chute for it but it cant be seen in the picture

Ah yes, the old 'oil bath' air cleaner. Yes, a little
engine oil was required in them, (they usually had
a fill line mark on the side). Snowblower manufacturers
have since decided an air cleaner is not necessary
on a machine that is operated in snowy conditions.
I used to have one of these, but it didn't have an
air cleaner. Instead it had a box on the carb. with
a heating element in it that you plugged into 120volts.
I guess the purpose of it was to warm the carb and
the air going into it during a cold start. I never
used it and it started fine. Maybe yours doesn't have
the original engine, and one was put on that was
designed for other applications. Looks like your first
order of business is to give the machine a good
clean-up.

If it is missing any parts, I have two of them in working, good condition that I don't need.

sorry for the late reply. Yes i am in the process of cleaning it u. I actually have everything a part. Augers, chains, wheels. The only thing i have to work on now is getting the engine going. I need throttle linkages or the cables because both of them are broken. Also, i need to take a close up picture of them so you can see the problem i am having connecting the carb to the govoner. thanks for all the help i will get back to you soon.

This is a top picture of the engine but i zoomed in close so you can see where i am trying to connect the govener control to the throttle control of the carb. any help is greatly appreciated
