RX 75 Tractor strange strating problem

When try to start it , the engine will start to turn over, then it stops (freezes).

I can manually turn the motor past that point, however when I try the starter again, it does the same thing and stops again (everytime). The starter can not get it past that point, Starter sounds OK

Tried jumping the battery just in case it was weak, It turned over a lot faster but still did the same exact thing.

IF it's a Briggs OHV engine, you likely need a valve adjustment. Too much valve lash and the compression release doesn't function.
Else, you have a low/old battery.

If you remove the spark plug (and ground the wire), does it still crank the same? If so, does the starter SOUND healthy? Yes, get that battery load tested. These do have a compression release that could be affected by a rocker adjuster coming loose or a failed cam- and cause the same thing Bill was pointing you towards.
