How do you replace an electric clutch on a mower with an 18hp

Briggs horizontal shaft? It has 2 stops on each side and a

shaft bolt that is supposed to be tight. When I made sure

stops were right and key in slot and tighten the clutch locks

up, What am I doing wrong??

Are you saying the clutch bearings seem to be locked and don't allow the engine to turn? Was there other hardware behind the clutch that might be inverted or something?
