Echo Engine Idle Woes

I've got a 2 year old Echo PB-403 leaf blower that cranks easy enough, but the engine doesn't rev-up like it use to. I can press the throttle and it barely changes from idle speed. The current fuel mix is 50:1 92 octane gasoline and 2-stroke engine oil. I checked the throttle cable and opened up the carburetor and everything looks fine.

I have let friends borrow the machine in the past. Could they have put too much or too little a fuel oil mixture and fowled it up? The exhaust is spitting out white smoke. Could there be permanent damage to the engine?
