Check the wiring to the solenoids. What you describe would be caused by a short in the wiring or wire disconnection in the controller. Aloha

Further investigation
On this model 3100 this would mean destroying the housing.
Port one doesn't rotate when turned on or off. port two does. It appears something is jamming the gears or the ball valve.
I can see, hear and feel the unit trying to make it rotate when it is turned on or off.
