Problem with automatic watering - please help!

Brand new system - I bought it from ebay, from England. I placed new batteries. At the time it should start, I hear a buzz, but the water does not flow. Then I close the tap, I reopen it immidiately, and it starts to flow. Note that before I reopen the tap, it is still open of course. Any ideas?
