Toro makes some good products. The Flo-Pro was not one of them. They are probably leaking around the solenoid threads, at least that was my experience. You can replace the solenoid but if it was me, I'd replace the entire valve. It's without a doubt the worst valve I EVER used. Friends don't let friends buy Flo-Pro's.
