bare root planting question

A friend asked me to recommend a climbing rose and I told him to get Ramblin Red based on recommendations on this forum. He couldn't find it locally and ordered it from Jung's. The bare root roses arrived along with a one size fits all general instruction book about planting stuff. He planted the rose and watered it. This was a few weeks ago and he sees not sign of growth yet. I usually plant potted roses but I was under the impression that you should soak a bare root rose for several hours before planting (which he did not do due to lack of instructions). Is there anything else my friend can do at this point for the rose?
