CV25S governor problems

Tried to adjust govenor on this engine was running what I felt were high rpms. Tried normal adjustments,loosing nut and holding throttle wide open turning shaft and tightening nut. No luck. Also throttle won't close completely seems to spring to 1/2 throttle. Kohler has discontinued this engine so they're no help.

Are both screws tight in the throttle plate? Kohler's parts and service site is a wealth of info. Just point your Internet Explorer to the below link, click the box and enter as guest.

Yes screws tight on throttle plate. Hooking up lineage spring seems to be the problem but does nothing for over rev. I know on most adjustments you need to turn shaft counterclockwise I' tried both directions. The Kohler web sight has no information when I put in cv25s. This motto has been discontinued .
