Yup, blood meal works. You could also try lava rock. I had problems with squirrels digging in my pots. I topped them with the rock and no more digging. I guess they don't like the sharp stones in their noses.

To protect anything newly planted from squirrels, I combine 1 part blood meal, 1 part black pepper (and habenero pepper when I have it-- but it's very expensive and seems not to be necessary), with 3 parts sand for flowability and to keep the application from being too heavy, put in a spice jar and sprinkle liberally around plants after every watering or rainfall. Make sure you get close to the bases of the plants, because those *%&*#$%^ squirrels like to dig huge holes hidden under the foliage.

Another thing: You didn't say whether you have mulch down or not. Besides all the regular reasons for having mulch, it also helps with squirrels because it takes away from the depth of the digging that actually goes into the soil. I don't know about chipmunks, though.
