If you can pull the throttle shaft towards the stop and slow it down, it would likely be a governor issue. Not knowing what was done makes it tough. Visually verify that the 2 springs are hooked up and compare to a like unit if you wish. You could try a governor adjustment. Loosen the clamp on the arm ensuring that the throttle in fully wide open and that the shaft is gently turned to its wide open position and re-tighten the clamp. These engines can have internal governor shaft issues too which can make the cost beyond an economical repair.

Thank you for you response. If it had governor issues would it still run wide open with the throttle in the closed position? Thanks

Not necessarily. If the engine races when you physically hold the throttle shaft against the base idle screw on the carburetor, then your friend has the shaft assembled wrong. That is provided that he hadn't turned the screw out so far that it can't return to a proper idle- though it wouldn't run at WOT.

Thank you tomlum for you help. IM new at working on these small engines. So even if the butter fly is closed on the carb, and the governor is messed up the engine can still run wide open?

No. When the plates on the throttle shaft are near closed, it will not race.
