Duane, in a warmer climate like yours (and mine) you can start your hardy herbs right now. They have no problem taking a little cold snap.
However, annual herbs I sow in a months time. Why? Because they geriminate so rapidly here when we have crazy warm/cold swings and I would end up losing all the basil if say we had a week of 60's-70's and then a few days back down into the 30's again.

Lavender wintersows very easily too. That's if you don't care if it isn't true...

Lavender 'Vera' does come true; AKA True Lavender and 'Munstead' is fairly stable...bloom color can vary slightly from med-purple to lavender...otherwise fragrance is unchanging. Commercial seed are very easy to find for both.

All my hardy herbs were done in December/January months: Salvia officinalis
Lavender
several Thymes (upright and creeping)
Lemon Balm
Monarda fistulosa
Agastache foeniculum
Hyssopus officinalis
Chives
Garlic Chives

Both chives and garlic chives will germinate in pretty cool tempertures...it was early March for me when day temps were not even 50.
