Sounds if the throttle cable is broken. You can remove the throttle control at the console (two 3/8" bolts) and see if the core wire is broken.

Bushleager thanks for the help. We checked the throttle cable did not find a break. Also when ever you move the lever on the console up all the way it closes the choke pull it back & it opens the choke up. The problem is even when the throttle leaver is all the way down the motor is running wide open. You can change the speed by moving the part on the carburetor that the throttle hooks to with your fingers. Lets say you move this to half throttle, when you let go it goes back to full throttle, it will not stay where you move it to.

Sounds like your governor is either broke or the wire is disconnected. Years back I was fooling with my mower that wasn't running right and somehow I over revved it and blew the centrifugal weight s off the governor. Had to pull pan to replace them. This was a B&S. Is the governor wire attached to carb?(this is a question the guys who know will ask you)

For the money its not a hard task to change, around $30 for parts. I just change the governor in a 22hp Intek B&S, and a 25hp Intek B&S
