31c707 Correct Run Speed

I have a Sears 917.272681 42" lawn tractor with a Briggs & Stratton 31C707 0230 E1 engine. I recently changed out the camshaft and slinger/governor assy. Running good now but seems a little slower than it was. I put a tach on it and idle is around 1800 rpm and unloaded run is around 2960 rpm. I found in the owners manual that idle is supposed to be 1750 rpm, but I can not find any spec for the run speed. Webb search comes back with everything from 2900 to 3600. I do not want to run it faster than it is supposed to, but do want it to do what it is supposed to. Anybody know what would be the correct speed setting?
