It's the top of the graft that you want buried 4" deep, or whatever depth is locally recommended. Just go by that.

my question was, where, from the top of the graft, do the canes emerge. I dont want to bury the graft until im sure im not losing out on more canes from the bottom.

The new canes from the top of the graft (called basal breaks) will push their way through the soil. There will also be new growth from the sides of the existing canes. Take a look at the canes, you will see little bud eyes along the sides. That's where your first new canes will appear.

Don't worry. Bury the graft, or you won't have any rose canes at all, they will all die off. It will take a couple of years before the basal breaks appear, but you will get enough new growth from the existing canes.

I see. My graft will be buried about 3-4 inches below the soil. I didnt think the new shoots could make it that far, but I must be wrong. Before I moved them they were 6-8 inches below the soil line, and I surely saw no new canes from the bottom. They were quite narrow roses.

It will take a few years for the roots to develop enough to force out basal breaks. Rose canes are very tough. Unless you have them buried in concrete, they will emerge when ready.

You didn't say how old these were or how long ago they were transplanted. If fairly new or just recently transplanted, they need time to mature. This doesn't just happen in one season. Patience my dear, patience!
