It's unusual for them to do serious damage like that, but the bee tends to frequent a particular plant, so I can see how a small plant could take a beating. Osiria should be OK. Don't fertilize until new leaves expand. Prevent blackspot if you are in a blackspot climate. Don't remove the chewed leaves, which are still able to do some work.

I know it must be hard to see that much damage on your rose but I love to see those perfect circles in my leaves! Leaf cutters are good guys. And they do seem to pick one bush out every year. The first time I encountered them it was Golden Wings. The next year it was Rose de Rescht. Last year it was Reine des Violettes. I wonder who it will be this year?

Today I see the tiny nubbins of red bud growth. Yipee!

Good! Really the leaf cutters won't kill the plant. And like Michael said, the remain leaf pieces are still able to supply food so they should bounce back.
