If there's standing water in the jugs, there's too much water. Even with 3" on Friday and another 2" since then, my jugs are draining fine. I have long vertical slits. If the holes are on the bottom, they could be stop up. Use an ice pick or a hobby knife to slice the sides of the containers.

I would resow if you have seeds. Agastache is a drought tolerant plant once established, it does not like a lot of water.

Yes, raise the jugs up so they are not standing in water and they can drain. I have some extra cement flat squares that I put on the concrete in the area where water pools. It raises the jugs 3-4" so they aren't sitting in the water.

The same thing happened to me last year with my Centranthus ruber - had lots of sprouts. Then didn't notice until later in the Spring - that I forgot to put holes in the bottom of the 2 liter! Good drainage holes and a soilless potting mix are important.

Thanks for the responses :) I think I definitely need to cut slits, as they are probably not draining well enough. There is not standing water in the jugs though.
