Pruning a Mulberry

We have a Mulberry tree on the property that is in need of a cleaning. The property was vacant for almost two years, and everything has overgrown. We found out that the big trees were last pruned in 08. We bought it about 6 mos ago, so this is my first summer observing what we have and what needs attention asap. This particular tree has a lot of rain sprouts and shoots from the roots. It's mostly new growth that needs to be thinned. I believe the crop is pretty well spent. Can I go in and clean this out now? We get quite a bit of wind on our hill, and it looks like it isn't passing through this tree very well.
