Well he is a year old. Your temp is fine. Is he bloated at all? When you say "floating at the top", is he sideways or upright? You are feeding bloodworms. Are these freeze/dried or are they frozen?
Without more information, I guess the first thing that I would do is a water change. I would also feed him a smashed cooked green pea to treat constipation.
He is an older fish, so treat him with TLC.

First thing. Bettas are tropical fish and require warm water. You'll need to get a small heater; he should improve a lot with warm water.

Second, the vase should be large enough to hold 1-1/2 gallons at least. An arts and craft store should sell them near you. Better yet, get a 2-1/2 gallon aquarium with a heater and your betta will be very happy. A five gallon cycled aquarium is even better. But it's up to you.

Thirdly, when it comes to food, many bettas HATE flakes. I feed mine betta pellets, frozen brine shrimp, a thawed out pea once a week, and an occasional piece of fresh meat (chicken or beef sans the fat). I feed my bettas every other day and when I feed them it's very little twice a day. Their stomachs are the size of their eyeball.

If you overfeed your betta, he might get a condition with his swim bladder and will either float or sink and you'll notice him struggling.

Lastly, bettas' water need to be super clean. If you have him in a 1 gallon vase, look at doing 100% water changes every 3 to 4 days. Be sure to use water dechlorinator to treat the water.

i feed freeze dried bloodworms and flakes and he mostly sits at the surface of the tank and does seam to have not want to swim down much and i have a lamp on the tank he is in (but it only raised the temp 4-6 degrees (up from 70 degrees F.). i change the water every weekend. and he is mostly upright. and what exactly is TLC?
