I'm not exactly sure what you mean. If you're asking if the buds on the lower portions of an individual plant open first, I would say no. In fact, the reverse is generally true because the upper buds tend to receive the sun and warmth first. In years with a good depth of snow, the lower buds are insulated so may open first, but sun is a more important factor in my experience.
