Has anybody ever grown a bulbil from a Bulbifer leaf before?

I won an ebay auction, the seller not only sent an extra tuber but also a bulbil about as big around as a dime.

The tubers are dormant now. Should I treat the bulbil as a dormant tuber that needs to be stored in soil, or treat it as a tuber that should be stored dry out of soil?
